my friend give me an ipad and he is passed away, but the ipad is still in his apple account tied, there is no way to prove his purchase receipt or his apple account not accessible, how to factory reset it so that i can use it,, the ipad is locked.

Unfortunately, if the iPad is locked with Activation Lock, which ties it to your friend’s Apple ID, factory resetting it through the standard methods will not bypass this lock. Once the iPad is reset, it will still require the Apple ID and password associated with it to be activated and used.
